Heat the Instant Pot using the Saute feature. Add in ground beef and saute until cooked through. Drain off any excess grease and season with ground cumin and salsa and mix well.
To keep the tortillas from becoming soggy, spray the tortillas with cooking spray and toast the tortillas under a broiler.
Lay one tortilla into a pan and then top with half the refried beans. Sprinkle with cheese.
Cover with another tortilla. Add half the meat mixture, add some cheese and a tortilla.
Repeat the layers and then top the last tortilla with salsa and cover with shredded cheese. Cover with foil.
Pour 2 cups of cold water in your pressure cooker and place a metal trivet in as well. Cook for 10 minutes on high pressure.
Let pressure release for 10 minutes and then remove taco pie. Let it rest for 10 to 15 minutes before slicing.
Serve immediately and top with your favorite taco toppings.
